The point basically is that moral decay in our society is not an autonomous quality but is strongly influenced by laws and insitutions in which people earn their living, settle their disputes etc. Lamentations for our moral worth are barren. We must see how our insitutions are working against us. Government is the great moral hazard. It is the mother-lode of great corruption. The moral is pretty clear.
